with the development of economy and society, Chinas accelerated urbanization, city scale and the increasing openness, a large number of floating population into the domestic and foreign personnel in major cities, the rise of the third industry, public security problems also present a complicated, diversification trend, all sorts of reasons caused by the illegal crime, terrorism and mass incidents has said. Through the innovative application of cutting-edge technologies such as cloud computing, big data, mobile Internet, Internet of Things and artificial intelligence, this paper builds an advanced command and dispatch and service mechanism of public security that integrates "emotion, direction, attendance and supervision". Efforts should be made to improve the actual capabilities of public security organs in rapid handling, accurate perception, 1situation control, decision-making assistance, public security prevention and control, joint command and prediction, and build a "smart police brain".
