In the context of increasingly fierce regional competition, how traditional industrial urban areas can achieve economic transformation and urban rejuvenation has become a very important topic in urban governance research. This study takes Shijingshan District in Beijing as the research object, based on the data from the seventh national population census and government policy documents, to analyze the transformation logic of Shijingshan District. The study found that after the relocation of Shougang, Shijingshan District fell into the predicament of industrial vacuum, population outflow and identity crisis. Facing this predicament, Shijingshan District utilized industrial heritage and historical cultural resources, relied on the Winter Olympics to achieve infrastructure upgrading, and through policy guidance to restructure the cultural industry, ultimately forming a differentiated rejuvenation path. This study believes that the differentiated advantages in regional competition stem from the systematic development of local non-reproducible cultural resources, and the core mechanism lies in the effective connection of protection, activation and operation in the three links and the governance framework involving multiple stakeholders.
