The article attempts to analyze, using the Three-Dimensional (Syntactic, Semantic, and Pragmatic) Theory, General Secretary Xis significant proposition regarding language functions: "Language is a tool for human communication of thoughts, a carrier for the inheritance of civilizations, and a bridge for enhancing mutual understanding." Through a three-dimensional analysis encompassing syntax, semantics, and pragmatics, it reveals that this important proposition not only expresses the fundamental role of language in social interaction but also reflects the leaders profound insights into language functions and their cultural value. Research findings indicate that General Secretary Xis significant proposition on language functions not only encapsulates the cognitive, social, and national functions of language at a high level but, more importantly, it unveils the international function of language and embodies the international vision of leaders under the concept of building a community with a shared future for mankind.
