To address the opportunities and challenges facing rural vitalization in Shenyang in the new era and overcome the limitations of traditional models, this study aims to explore innovative pathways suited to Shenyangs resource endowment and development stage, thereby promoting high-quality rural development. Focusing on Shenyang as the research subject, it conducts an in-depth analysis of its rural development foundation, resource endowment, policy environment, and deep-seated issues such as a singular industrial structure, prominent ecological pressures, severe brain drain, and insufficient governance capacity. Based on this analysis, the study proposes the concept of leveraging paradigm innovation to guide pathway reconstruction. This encompasses four innovative dimensions: deep industrial integration and value chain upgrading; eco-environmental priority in building livable villages; inheritance, development, and value revitalization of rural culture; and multi-stakeholder coordinated modern rural governance. The study concludes that systematically implementing differentiated industrial layouts and branding strategies, strengthening systematic ecological environment management and green development support, deepening cultural heritage protection and fostering rural cultural prosperity, and consolidating grassroots governance foundations while enhancing governance efficacy can effectively activate Shenyangs endogenous rural dynamism, reshape its competitive advantages, achieve comprehensive rural socio-economic revitalization and high-quality development, and establish a northern model of rural vitalization.
