摘要	近几年来，由于社会经济的发展，政府对河堤的关注与扶持，河堤的建设步伐不断加快。但是，因为施工工艺落后，计划不合理，没有对施工中的重点难点进行深入的探讨和分析；没有对该区域的建筑地形，区域结构进行仔细研究，或盲目复制别处的成功案例等。这些因素对工程的建设造成了很大的影响，导致了堤防溃决和管涌等事故的频发。
Abstract	In recent years, due to the development of social economy and the governments concern and support for river banks, the pace of river bank construction has been accelerating. However, because the construction technology is backward and the plan is unreasonable, there is no in-depth discussion and analysis of the key and difficult points in the construction; There is no careful study of the architectural topography and regional structure in this area, or blind copying of successful cases elsewhere. These factors have a great impact on the construction of the project, leading to frequent accidents such as dike burst and piping.
