项目工程造价管理工作在营改增的深入推动下面临的全新挑战，BIM技术应用也在很大程度上为工程造价的进步与发展提供支撑，从而有效管理工程造价。在时代发展背景下，基于营改增的需求，提出科学合理的工程造价管理措施，创新项目工程造价管理发展路径。

| Abstract |
Project cost management is facing a new challenge under the in-depth promotion of business tax reform. The application of BIM technology also provides support for the progress and development of project cost to a large extent, so as to effectively manage project cost. In the context of the development of the times, based on the needs of replacing business tax with value-added tax, scientific and reasonable engineering cost management measures are put forward, and the development path of project engineering cost management is innovated.
