| 摘要 |
我国产业结构在新经济推动下不断优化升级，工业兴市、产业富民的产业结构转型思路充分依托当地资源优势，推动社会经济进步。但随着各产业发展，环境方面的问题也日渐凸显，增加社会管理压力。本文基于山西省产业结构转型升级的背景，思考环境问题产生的主观原因和客观原因，并探究相应的应急解决方案，将市场机制引入管理工作中，提高环境治理能力。

| Abstract |
My country’s industrial structure has been continuously optimized and upgraded under the impetus of the new economy. The industrial structure transformation idea of revitalizing the city by industry and enriching the people by industry fully relies on the advantages of local resources to promote social and economic progress. However, with the development of various industries, environmental problems have become increasingly prominent, increasing the pressure on social management. Based on the background of industrial structure transformation and upgrading in Shanxi Province, this paper considers the subjective and objective causes of environmental problems, explores corresponding emergency solutions, introduces market mechanisms into management work, and improves environmental governance capabilities.
