摘要	在经济持续增长的背景下，我国面临着严重的环境污染问题。近年来，公众的环境保护意识减弱，环境管理政策执行并不严格，导致城市黑臭水体问题十分常见，水体的富营养化对城市环境质量以及经济和社会的可持续发展具有重大影响。因此，加强城市黑臭水体的治理正在成为现代城市管理工作的重要任务，并且这也是加速建设富裕社会，改善人民生活的唯一途径。
Abstract	Under the background of sustained economic growth, our country is facing serious environmental pollution. In recent years, the publics awareness of environmental protection has weakened, and the implement- tation of environmental management policies has not been strict, resulting in very common problems of black and smelly water bodies in cities, the eutrophication of water body has a great influence on the quality of urban environment and the sustainable development of economy and society. Therefore, it is becoming an important task for modern urban management to strengthen the management of urban black and smelly water body, and it is also the only way to accelerate the construction of rich society and improve peoples lives.
