摘要	全面推进儿童早期发展应作为国家战略，是实现中华民族伟大复兴的时代要求，必须准确把握儿童早期发展的工作方向，自觉遵循早期发展的基本原则，全面理顺不同层面的职责任务，科学统筹落实保障措施，有序推进中国儿童早期发展，为建设社会主义现代化强国培育后备战略人力资源。还要从更为深远的视角——人类种群的延续与繁衍，认真审视儿童早期发展，其方法措施应当而且必须能够促进人类可持续发展。
Abstract	This paper holds that promoting early childhood development in an all-round way should be regarded as a national strategy, it is the requirement of the times to realize the great rejuvenation of the Chinese nation, We must accurately grasp the direction of early childhood development, consciously follow the basic prin- ciples of early childhood development, comprehensively define the responsibilities of different levels, scientifically coordinate the implementation of safeguards, promote early childhood development in an orderly manner, and cultivate reserve strategic human resources for building a socialist modernization power. We must examine the early development of children from a more far-reaching perspective, that is, the continuation and reproduction of human population，the methods and measures of early childhood development should and must be able to promote sustainable human development.
