摘要	分级诊疗制度是深化医改的一项重点工作，本文基于山东省内不同区域的4个县（市）分级诊疗改革的实地调查，听取医保、卫健、医院和患者多方意见，分析总结了在推行分级诊疗过程中面临的突出问题，结合我省医改实际提出了合理化建议，可为我省扎实有效系统性推进分级诊疗改革提供参考、借鉴。
Abstract	The hierarchical diagnosis and treatment system is a key task in deepening the medical reform. Based on the field investigation of the hierarchical diagnosis and treatment reform in 4 counties (cities) in different regions of Shandong Province, this paper analyzes and summarizes the opinions of medical insurance, health care, hospitals and patients. The prominent problems faced in the process of implementing hierarchical diagnosis and treatment, combined with the actual medical reform in our province, put forward reasonable suggestions, which can provide reference and reference for the province to steadily and effectively promote the reform of hierarchical diagnosis and treatment.
