| 摘要 |
苏联科学家前瞻性的认识到建立一个全国计算机网络，将极大提升计划经济运行效率。经过30余年艰难、曲折的探索，这一努力最终宣告失败。不是因为缺乏人才、技术或雄心壮志，而是该项目追求广泛的管理、监督目标触及了众多官僚机构的利益，引起组织内部激烈反对，导致项目的建设既无法获取必要的支持资源，也不能统一各部门行动。

| Abstract |
Soviet scientists were forward-thinking in recognising that the creation of a national computer network would greatly enhance the efficiency of planned economic operations. After more than 30 years of difficult, tortuous exploration, this effort was finally declared a failure. It was not for lack of talent, skill or ambition, but the projects pursuit of broad management and oversight objectives touched the interests of a large number of bureaucracies and caused fierce opposition within the organisation, resulting in the project being built without the necessary resources for support or unity of action across departments.
