| 摘要 |
近年来，高等院校重点学科建设和院校招生范围逐渐增加，教学科研场所也相应增加，所以高校基建项目数量增多。高等学校基建工程项目建设主要使用国家财政资金，而如何以最有限的资金投入建成最好的质量、相对于最低费用的工程，并取得最大的效益,是高等院校基本工程建设工作好坏的一个重要权衡指标。
