As a major measure of Chinas expansion of opening up, the Belt and Road Initiative has added new momentum to promote exchanges and mutual learning among civilizations and world peace and development. As for the construction of sports culture, sports, as a popular cultural form, has become a bridge and link between China and the people of countries and regions along the "Belt and Road", and injected new vitality into the "Belt and Road" construction. As an important country along the Belt and Road Initiative, Russias exchanges and achievements with China play a pivotal role in the process of the Belt and Road Initiative. In terms of ice and snow culture, China and Russia, with their unique ice and snow resources and cultural heritage, have firmly seized the opportunity of "ice and snow fever" after the Winter Olympics to promote bilateral cooperation to a deeper level. This paper focuses on the development status of ice and snow culture in China and Russia under the background of the "Belt and Road" Initiative, studies the communication difficulties of ice and snow culture in China and Russia, and explores the specific path of integrating ice and snow culture into the Sino-Russian cultural construction of the "Belt and Road", in order to provide references for the cooperation and construction of ice and snow culture in China and Russia.
