At present, the unidirectional flow of resources from rural to urban areas has led to a triple loss of economic, human, and social capital. This not only reveals the deep-rooted contradictions behind the absence of farmers’ subjectivity, but also constrains the deep advancement of rural revitalization. To address this dilemma, a three-dimensional analytical framework covering “institution-culture-capacity” is constructed to systematically elucidate the manifestations of the absence of farmers’ subjectivity, including the lack of participation at the institutional level, the weakening of cultural identity, and the incapacity of individuals in the capability dimension. The interaction among these dimensions has given rise to a governance paradox characterized by “active government and passive farmers.” On this basis, a coordinated path involving institutional empowerment, cultural reconstruction, and capacity enhancement is proposed to facilitate the transformation of farmers from passive policy recipients to active governance agents, thereby injecting sustainable endogenous momentum into the process of rural revitalization.
