集体林权制度改革是一项全新的工作，是贯彻落实习总书记生态文明思想和科学发展观的必然要求，是广大农牧民群众的共同愿望，是当前“三农”工作和农村改革的重中之重，是一项功在当代、利在千秋的工程。卓尼县在林权制度改革中认真落实林改工作的责任感和使命感，认真学习林改政策法规和业务知识，按照林改政策法律技术规程完成了集体林权改革工作。
