| 摘要 |
在国土空间规划体系重构背景下，城乡规划亟需转型。新体系推动规划对象向自然资源全域全要素延伸，对空间发展提出更高要求。针对原有规划交叉矛盾、土地与区域发展研究不足、落地难等问题，需从理念、方法、内容三方面革新：理念上践行生态优先，方法上推进多学科融合与技术创新，内容上强化全域统筹与用途管制，以实现城乡可持续发展。

| Abstract |
Under the restructuring of the national spatial planning system, urban-rural planning urgently needs transformation. The new system extends planning scope to cover all elements of natural resources across the entire territory, imposing higher demands on spatial development. To address existing issues such as overlapping contradictions in original planning, insufficient research on land and regional development, and implementation difficulties, reforms are required in three aspects: philosophy (prioritizing ecological conservation), methodology (promoting interdisciplinary integration and technological innovation), and content (strengthening comprehensive coordination and zoning control) to achieve sustainable urban-rural development.
