The construction of think tanks is a "necessity for major powers and an opportunity of the times." Universities, as vital forces in building new-type think tanks with Chinese characteristics, should naturally take the lead in this endeavor. The development of think tanks in Chinas regional universities started relatively late. Given varying institutional conditions, their research initiatives face multiple challenges. There is a need for further innovation and improvement in areas such as resource utilization and management systems, effectiveness of talent recruitment, enhancement of research output translation, obstacles caused by the lack of physical research entities, and collaborative development. To develop think tanks rationally, regional universities should leverage their institutional strengths and characteristics by: 1) consolidating existing research platform resources; 2) continuously elevating the quality of high-level talent recruitment; 3) strengthening the social service capabilities of think tanks; and 4) actively conducting substantive research to promote the healthy development of think tanks.
