The Third Plenary Session of the 20th Central Committee of the Communist Party of China has made a systematic deployment for deep the comprehensive reform of education, one of the key tasks of which is to improve the mechanism of moral education and talent training. The principal responsibility system under the leadership of the party organization primary and secondary schools is a key measure to implement the fundamental task of moral education and talent training, which provides a fundamental guarantee for shaping new people of the times with all-round of morality, intelligence, physique, beauty and labor by strengthening political leadership, ideological guidance, organizational combat effectiveness and efficient execution. However, in the current practice, some schools have shortcomings such as insufficient party organization leadership, weak organizational combat effectiveness and poor coordination between the party and the government. Therefore, we need to take a variety of measures to consolidate organizational foundation, calibrate the value orientation, enhance the organizational combat effectiveness and gather the educational strength, so as to accelerate the construction of a new pattern of all-staff, wholeprocess and all-round education, and truly transform the institutional advantages into educational effectiveness.
