摘要	昆虫传粉是维系全球生物多样性与粮食安全的关键生态服务。然而，全球传粉昆虫数量锐减对农业生产和生态系统稳定造成了严重威胁。本文以探讨各国政府在昆虫传粉保护方面的政策制定为核心，深入研究了立法、补贴和税收优惠等多种政策工具的应用。通过文献综述、案例分析和政策比较，旨在揭示不同政策工具的有效性与适用性，为我国构建促进昆虫传粉的政策体系提供借鉴。研究强调，需结合中国国情，制定综合性政策，实现传粉昆虫保护与农业可持续发展的双赢。
Abstract	Insect pollination is a key ecological service to maintain global biodiversity and food security. However, the sharp decline in the global number of pollinators poses a serious threat to agricultural production and ecosystem stability. This paper focuses on the policy formulation of governments in insect pollination protection. At the same time, it deeply studies the application of various policy tools such as legislation, subsidies and tax incentives. Through literature review, case analysis and policy comparison, this paper aims to reveal the effectiveness and applicability of different policy tools and provide reference for the construction of a policy system to promote insect pollination in China. The study emphasizes that comprehensive policies should be formulated according to Chinas national conditions to achieve a win-win situation between the protection of pollinators and the sustainable development of agriculture.
