| 摘要 |
医院发展战略能否成功实施，除了决策层需要制定正确的战略以外，更需要职能部门对医院战略目标的有效推动。本文以职能部门在医院发展战略实施中如何发挥积极作用为研究对象，提出通过完善激励机制、人才培养、加强价值观引导等措施提升职能部门管理水平，帮助医院顺利实现战略目标。

| Abstract |
Whether the hospital development strategy can be successfully implemented requires not only the decision-making level to formulate the correct strategy, but also the functional departments to effectively promote the hospitals strategic objectives. This paper focuses on how functional departments play an active role in the implementation of hospital development strategies, and proposes to improve the management level of functional departments through improving incentive mechanisms, personnel training, strengthening value guidance and other measures to help hospitals successfully achieve strategic objectives.
